City of Johannesburg Endorses Axon FS Knowledge Hub as Skills Development Service Provider

The endorsement formalises Axon's role in delivering digital skills training across all City regions, with a focus on unemployed youth, women, and people with disabilities in townships and informal settlements.

Axon FS Knowledge Hub NPC has been formally endorsed by the City of Johannesburg as a Skills Development Service Provider. The endorsement was issued by the City's Skills Development Sub-Unit and confirms Axon's role in delivering training programmes across all City regions — with a specific mandate to serve residents of townships and informal settlements.

The letter, signed by Solani Humphrey Rikhots, Sub-Unit Head: Skills Development, confirms that the City will be working with Axon as one of its Skills Development Service Providers and that the City will be "actively involved in providing training programs and services in Skills Development" alongside the organisation. The training areas named in the endorsement include software development, cybersecurity, data analysis, and other key digital competencies.

The endorsement recognises work that has already been underway. Axon has been running digital skills training with unemployed South African youth — including women and people with disabilities — in townships and informal settlements across the City's regions. This formalises that relationship and sets out a joint commitment to continued delivery.

"Axon has been very instrumental in empowering unemployed South African youth, including women and people with disabilities, in Townships and Informal Settlements across all the City Regions. Due to their commitment to Skills Development, the City will be working hand and glove with Axon from now onwards." Solani Humphrey Rikhots Sub-Unit Head: Skills Development, City of Johannesburg

What This Means for Johannesburg Residents

For residents of the City of Johannesburg, the endorsement opens a concrete route into digital skills training. Three things become available.

First, access to structured training programmes in areas the City has identified as critical to the digital economy — software development, cybersecurity, data analysis, and related fields. These are delivered by Axon across all City regions.

Second, priority for township and informal settlement residents. The programme explicitly prioritises unemployed youth, women, and people with disabilities in areas that have historically had limited access to digital skills training. This is not incidental. It is the specific group the City has identified as requiring investment.

Third, a pathway beyond training. Axon's programmes are connected to its wider ecosystem: the Axon Fellowship (a funded postgraduate qualification in business leadership through DaVinci Institute), the Axon Enterprise programme (business training for township and rural entrepreneurs), and the Axon vendor network (where alumni businesses are prioritised for procurement). Training is not an end point. It is the start of a longer pathway.

A Signal to Corporate Funders

The endorsement carries weight beyond the municipal relationship. For companies and foundations considering where to direct their Skills Development and Enterprise and Supplier Development spending, it provides a form of third-party validation. The City of Johannesburg has assessed Axon's delivery capacity and confirmed it.

Corporate donations to Axon FS Knowledge Hub qualify for Section 18A tax deduction and are recognised under B-BBEE Skills Development and Enterprise and Supplier Development. The PBO status means donors can claim against their taxable income while also contributing to measurable social outcomes in townships and informal settlements. The City of Johannesburg endorsement adds a municipal layer of credibility to that already-compliant structure.

Axon also partners academically with The Da Vinci Institute for Technology Management, a DHET-registered private higher education institution. Through this partnership, the Axon Fellowship delivers the Postgraduate Diploma in Business Leadership (NQF Level 8, SAQA ID 111899) — a fully funded qualification for selected fellows, integrated with practical delivery in the field.

What Comes Next

The endorsement formalises an existing relationship, but it also signals what comes next. Axon's digital skills programmes will continue to be delivered across all City regions, with ongoing recruitment from townships and informal settlements. The organisation is preparing for its next intake of trainees and is actively engaging corporate partners to fund additional cohorts.

For residents interested in participating, or for companies interested in funding a cohort, the organisation can be reached directly. Applications for the Fellowship and Enterprise programmes are made through the Axon website. Corporate partners can request a donor pack and impact report at any time.

The City of Johannesburg endorsement is not a starting point. It is confirmation of work already being done — and a commitment to what comes next.
