The Fellowship is built on six convictions about how professional competence forms, what changes a market, and who should do the work. Those convictions determine the structure of the programme.
They are set out below, followed by the operational consequences each one carries.

Six Convictions
- Formation, not funding A bursary pays for study. A fellowship forms a practitioner. Formation includes supervision, placement, licensing, and a standard the fellow is held to throughout. Funding is a condition of formation; it is not the same thing.
- Practice is the teacher Competence in financial practice is acquired in practice. Study and work are interleaved so that each serves the other. Fellows are in supervised practice from the first months of the programme, not after it.
- The licence is the unit of change Every Fellowship ends in a licence: RE1, RE5, PPRA, or Data Analytics, each with COB. The licence is the smallest unit of durable change a financial market recognises.
- Selection, not enrolment Fellowships are awarded, not sold. Cohort size is fixed and small. Selection is competitive and no candidate pays for a place.
- Practitioners from the communities they serve The township and rural economy needs licensed professionals from within it, practising in it, accountable to it. Selection favours candidates from those communities; placement returns them there.
- Formation requires a chain Axon Education prepares. Axon Fellowships forms. Axon Enterprise employs. None of the three can do the work of the others.
In Practice
Each conviction carries an operational consequence.
- Because practice is the teacher, the Fellowship carries a paid placement from the start.
- Because the licence is the standard, no fellow graduates without one.
- Because selection is not enrolment, cohort size is fixed and small.
- Because practitioners come from the communities they serve, recruitment is targeted at those communities.
- Because formation requires a chain, the three units of Axon operate as one programme.
These convictions are the standard against which the Fellowship is measured.
